Elizaveta Rusakova

Elizaveta Rusakova is an education policy specialist with 4 years of experience planning, analyzing and evaluating policies and projects in and for international organizations and research institutes in Europe, Central Asia, the Middle East and North Africa region, and Africa. She has worked with international donors and nongovernmental organizations including GPE, UNESCO, the Food and Agricultural Organization (FAO), Save the Children and Right to Play.

Currently, she is a consultant at Learn More. She is part of a research team evaluating GPE’s 2025 operating model and cross-country initiatives for gender equality and domestic finance. She is also a qualitative evaluator for an in-depth case study evaluating GPE’s 2025 strategy contribution to Tajikistan’s education system transformative efforts.

Elizaveta supported the evaluation of GPE’s COVID-19 support, conducting a portfolio analysis of 3 grants across 66 countries. Previously, she worked at FAO’s Office of Sustainable Development Goals and UNESCO’s Institute of IT in Education, conducting mixed-methods research and assisting in policy design.

She also assessed education policies in Morocco during her Master’s in International Development and at LASAARE (Laboratoire de Statistique Appliquée à l’Analyse et la Recherche en Économie) affiliated with the Hassan II University in Casablanca. She holds an Erasmus Master's degree in International Development Studies.
