Transforming education in Mozambique

Mozambique’s net primary school enrollment rate is 99%, but less than half of students complete primary education. Education system challenges include management inefficiencies, protracted conflicts in the north, recurrent natural disasters, and rising socio-economic vulnerabilities.

The government is working with GPE and other partners to improve the service delivery and quality of basic education.

Mozambique’s Partnership Compact commits to transform delivery of education by removing procedural and institutional barriers which have negatively impacted policy implementation and resulted in poor retention and learning.

To unlock large-scale and sustainable change, interventions are planned across five outcome areas: improved teaching; improved gender equity; improved management of education systems (at national and school levels); improved school environment; and improved learning outcomes.

By strengthening service delivery, Mozambique aims to strengthen learning in the first cycle of primary education and ensure student retention until grade 9.

Result story

Mozambique: Candida returns to school after devastation of two cyclones

  • Two back-to-back cyclones—Idai and Kenneth—made landfall in central and northern Mozambique in 2019, disrupting learning for students.
  • These natural disasters caused extensive damage to education infrastructure, the loss of learning materials and interruption of the school cycle.
  • With GPE's support, the government of Mozambique is ensuring children continue learning even when natural disasters strike.

As part of its investment in civil society advocacy and social accountability efforts, GPE’s Education Out Loud fund is supporting:

  • Movimento de Educação Para Todos for the 2024-2026 period. This builds on previous support from the Civil Society Education Fund (CSEF).
  • Transnational Networks Advocacy Capacity strengthened for improved ECDE legislation, policies and measures in Southern Africa (TRANAC) led by Zimbabwe Network of Early Childhood Development (ZINECDA) for the 2023-2026 period.
  • FACILIDADE - Instituto para Cidadania e Desenvolvimento Sustentável for the 2024-2026 period.
  • Addressing the learning crisis through system strengthening led by Centre for Learning and Capacity Building’s (CESC) for the 2024-2026 period.
