Candy Lugaz

Project Coordinator, UNESCO’s International Institute for Educational Planning (IIEP)

Candy Lugaz coordinates the research program on the implementation of decentralization at the UNESCO International Institute for Educational Planning (IIEP).

She conducted several research projects in Africa and Asia on the roles and challenges faced by district education offices and schools in such a context. Since 2010, Ms Lugaz has coordinated a research project on the use and usefulness of school grants, implemented in collaboration with UNICEF and the Global Partnership for Education in different regions of the world (Africa, Latin America, East Asia and Pacific). She has also carried out research in the field of basic education, with a specific focus on the links between education and school feeding programmes. Ms. Lugaz joined IIEP in 2002.
