The Independent Interim Evaluation of the Global Partnership for Education covers the years 2010 to 2014.
The objective of the evaluation was to assess whether organizational changes within the partnership since 2010 produced the desired results in terms of relevance, effectiveness, and efficiency.
Commissioned by the GPE Board of Directors in March 2014, the evaluation was overseen and quality assured by an Independent Evaluation Committee (IEC) composed of 5 high-level experts and chaired by Professor Pauline Rose.

The IEC managed the tendering process and selected two firms, Universalia and Results For Development, to carry out the evaluation.
Data collection took place between September 2014 and April 2015, and included:
- interviews with Board members, global thought leaders, secretariat staff, and 418 country-level stakeholders
- a survey
- site visits to 8 countries
- virtual visits to 10 countries.
The GPE Secretariat welcomes the evaluation and fully endorses its recommendations. The main findings of the independent evaluation are timely, as the GPE Board is finalizing the new Strategic Plan that will guide GPE's work for the period 2016-2020.
