The Expression of Interest (EOI) meets the Multiplier’s additionality requirement because it explains that further World Bank IDA and Refugee Window allocations for education were not pre-agreed and were catalyzed by the availability of the GPE Multiplier.

The EOI notes that the GPE Multiplier “has indeed encouraged the WB to raise additional funds. It can thus be said that the additional and unforeseen funds were mobilized.” In particular, the Ministry of Education decided to extend the national education sector plan by one year to “allow the [Ministry of Education’s] application to the Multiplier” and extend “access to education for vulnerable groups, especially for children outside school, refugee children and migrant children.”
