The partnership compact was developed by a task team led by the Ministry of Education and Training, which included representatives from donors, academia and non-government education systems. The compact was reviewed and endorsed by the local education group and approved by the government.

It aims to improve literacy in early childhood education and primary schools, and numeracy in secondary schools, with a focus on male students, boys and girls from poorer households and children with disabilities.
