The Partnership Compact was developed by the School Education Department, in consultation with the local education group.

It prioritizes foundational learning, by focusing on improving learning outcomes through provision of literacy and numeracy and skills at the pre-primary and primary levels and at elementary levels as remedial learning, with a special focus on girls and out-of-school children.
