The Global Partnership for Education (GPE) publishes background research to disseminate the findings of work in progress and encourage the exchange of ideas about development issues.
This is part of a larger effort by the GPE Secretariat to provide open access to its analytical work and contribute to discussions about evidence in education.
The findings, interpretations and conclusions expressed in these papers are entirely those of the authors and don’t necessarily represent the views of GPE and its affiliated organizations, or those of the GPE Board of Directors or the governments they represent.
