The purpose of this Mid-term review is to assess the relevance, efficiency, effectiveness, unintended effects, and potential for sustainability of GPE’s support to Education Out Loud’s grantees across the three operational components.

The review has two main objectives:

• Enable the GPE Board and Secretariat to assess whether Education Out Loud is on track to deliver on its intended objective of civil society participation in education advocacy and inclusive sector dialogue, and
• Provide evidence for making decisions on the scope and nature of GPE’s future support for relevant national and international civil society organizations.
