The Expression of Interest (EOI) meets the Multiplier’s additionality requirement because the request for the IDA credit for education was made “in lieu of other sectors, by the government, given the possibility of access to the multiplier.”
A letter signed by the Minister of Education confirms that the availability of the GPE Multiplier was a “prime incentive” for his government to move forward with the operation. Similarly, a letter from the World Bank Country Representative to the GPE Secretariat indicates that “this is the first time that the Government of Timor-Leste is allocating IDA resources for an education project” and that “a central element in the conversations between the World Bank and the Government of Timor-Leste on the best strategy to use the IDA resources across alternative allocations was the potential availability of the GPE multiplier funding.”
