Evidence for system transformation: In-service teacher professional development

This background research uses the term in-service professional development to refer to all modalities of in-service learning and support for teachers, including training and coaching. Globally, government policies and practices related to in-service professional development often have limited effect on teacher behavior or student learning.
This paper discusses the evidence and suggests entry points for informing dialogue at the country level around in-service professional development.
