This report shares the findings of Phase 1 of the review, which asked three questions regarding the progress, effectiveness and relevance of the current Education Out Loud program. These questions were taken from the Terms of Reference and refined during an inception phase in consultation with Education Out Loud stakeholders.

The main evidence base for the review was secondary data: existing Education Out Loud material (consolidated grantee self-reporting, regional and global reports and reviews); documentation from selected comparator programs; and a small number of interviews (Education Out Loud and GPE staff and external stakeholders).
