The purpose of the prospective evaluations is to assess whether GPE’s inputs and influence are orienting education sector planning, implementation and monitoring toward the intermediary outcomes outlined in its theory of change. In the first two years of the evaluation, the prospective evaluations have been forward-looking, and explore what happens while it happens.
They have closely observed initial decisions, documented the perspectives of decision-makers and focused on the activities and involvement of key stakeholders early in the period under review in order to understand whether progress is being made and whether, and to what extent, GPE is making a contribution. This report finalizes the evaluation for DRC with a summative view of the 2017-2020 period.
