The Inception Report (IR) is a working document until approved, after which time it will form the agreement between the Secretariat and the evaluation team on the operational plan for the overall assignment. It builds on the terms of reference, describes the methodology and organization of the summative and prospective evaluations in greater detail, and serves as a handbook for members of the evaluation team. It will also be revisited each fiscal year to reflect any changes occurring.
