The development of Cambodia Partnership Compact was done through a consultative workshop with stakeholders from all levels, including all levels at the ministry of education, public sector workers, teacher association representatives, civil society organizations and representatives of the private sector.

The compact aims to improve student learning outcomes by addressing agreed priorities, which are gender equality, quality learning and quality teaching.
