The portfolio review covers the fiscal year 2016, which runs from July 1, 2015, to June 30, 2016. It was prepared by the GPE Secretariat based on data provided by grant agents, developing country partners and coordinating agencies. The review examines the performance of country grants, i.e. education sector plan development grants, program development grants, and education sector program implementation grants.  The key findings include:

• GPE grant support is aligned to the partnership's strategy, GPE 2020
• Grant implementation is experiencing some delays
• The new operational risk framework presents opportunities for strengthened monitoring
• Alignment of grant modalities to national systems is showing a slight decrease
• The group of grant agents is more diverse
• Analysis into the GPE funding model can help draw lessons.
