Education Out Loud (EOL) is looking to identify experienced consultants to review the EOL setup, and more specifically how EOL is fulfilling its purpose, i.e., promoting inclusive, gender responsive and equitable national education policies and systems through enhanced civil society capacities, social accountability, and policy advocacy processes.

The scope of the review includes examining the effectiveness, relevance, coherence, and sustainability of EOL, inform decisions by the GPE Board about the future direction of support to civil society engagement and advocacy, and feed into the GPE 2030 strategy to ensure alignment.

The review will consist of two phases:

  1. The first phase aims to understand the extent to which EOL is a sound strategic and programmatic investment and will include a desk review on early findings and recommendations.
  2. The second phase will include a more in-depth assessment to further the understanding of the effectiveness of current EOL operations and mechanisms and provide a detailed analysis on how to strengthen the design and operations for the next phase.

The consultants conducting the review will participate in an onboarding session and methodology workshop and will be required engage with the GPE Secretariat, Oxfam Denmark’s EOL team, and other stakeholders, together with national, regional, and global EOL grantees and learning partners.

The review is expected to run between May 2024 and September 2025, and applications must be submitted before May 5, 2024 at 23.59 CET.
