BBC: Why is Education Never an Emergency?

With the deadline of 2015 to achieve the Millennium Development Goal of universal primary education fast approaching, there are still 57 million children around the world who have never stepped foot inside a classroom.   Despite good progress in many developing countries, it is puzzling to realize that education is not seen as an emergency like a disease affecting millions of people would be.
