Aid to education

Germany’s policy and financing to education is managed by the Federal Ministry for Economic Cooperation and Development (BMZ), which is headed by Minister Svenja Schulze since December 2021.

Since being in office, Minister Schulze has expressed that her ministry will follow a feminist development policy and therein also focus on gender equality in education.

Germany is the world’s top OECD DAC donor country to education, spending US$3.1 billion of Official Development Assistance (ODA) on education in 2019, of which 50 % (or US$1.6 billion) was spent on scholarships and students from partner countries studying in Germany.

Promoting education is a priority of Germany’s overarching development policy in the 2021-2025 coalition treaty. The agreement outlines Germany’s focus on education from basic education to post-secondary education. It further suggests a stronger focus on digital technologies to enable equal access to information and participation in education and other sectors.
